Confirmation of conformity energy efficiency of household appliances carried out on the basis of the Resolution of the Council of Ministers Republic of Belarus of October 21, 2016 No. 849"On some issues of conformity assessment in the National Conformity Assessment System of the Republic of Belarus"
Resolution was requirements have been introduced to confirm the compliance of household and office equipment with energy efficiency standards.

A series of standards on the energy efficiency of household appliances are based in the Republic of Belarus. The standards were developed on the basis of the COMMISSION DELEGATED REGULATIONS (EU) in terms of energy efficiency . At the same time, in the standards of Belarus, some terms have been modified, some requirements have been simplified, work has been carried out to modernize the energy efficiency label related to bringing the font sizes and icons used in the labels in line with the sizes of Cyrillic fonts and technical abbreviations, indications of the nationality of the label.

requirements for samples for testing
When certifying products for compliance with technical requirements of energy efficiency, certification schemes 1c - 4c, 9c are used.
Scheme 9c, when certifying to the technical requirements of energy efficiency, is used for the following batch sizes of products of the same name of the same manufacturer, received according to the same shipping document and corresponding to the same criteria determining the choice of a standard sample:
-
household appliances and similar purposes (with the exception of- external power sources and electric lamps) - up to 2 pcs. inclusive;
-
external power supplies - up to 5 pcs. inclusive;
-
electric lamps - up to 40 pcs. inclusive.
* Note 1: Manufacturer should draw up EE Label, Product Fiche and Technical Documentation.
* Note 2: For External Power Supplies , Household and office equipment (STB 2248) energy labeling is not required. For Motors - class of energy efficiency needs to be indicated on the marking plate.
DOCUMENTS THAT ARE REQUIRED TO SEND A SAMPLE (CUSTOMS CLEARANCE):

SAMPLE QUESTIONNAIRE (WHEN ORDERING DELIVERY BY THE RECIPIENT);

A TESTING CONTRACT (IF NECESSARY);

AN ADDITIONAL AGREEMENT FOR TESTING OF A PARTICULAR SAMPLE;

A MANUAL OR DATASHEET FOR THE SAMPLE IN ENGLISH AND RUSSIAN;
AN INVOICE ON SAMPLE SHIPMENT IN ENGLISH AND RUSSIAN (THE IMEI NUMBER MUST BE SPECIFIED - FOR GSM DEVICES AND THE FSB/KGB NOTIFICATION NUMBER - FOR DEVICES WITH BUILT-IN MEANS OF COMMUNICATION).
LIST OF DOCUMENTS FOR THE APPLICATION FOR CERTIFICATION:

operational documentation for products (operation manual);
-
CE declaration of conformity confirming the conformity of products with energy efficiency requirements (if available);
-
information about the energy efficiency classes of products (when they are established by the manufacturer);
-
sample energy efficiency label (if there are requirements);
-
factory inspection report (Form CIG 023);
other documents confirming the conformity of products with energy efficiency requirements (depending on the requirements of a specific standard).
In general, EE Label, Product Fiche and Technical Documentation include following information:
EE Label:
-
manufacturer’s name or trade mark;
-
the energy efficiency class;
EE Label shall be done in the Russian/Belarusian language.

Product Fiche:

Product Fiche should be in the Russian/Belarusian language
Technical documentation:

the name and address of the manufacturer;

a general description of the equipment, sufficient for it to be unequivocally and easily identified;

where appropriate, the references of the standards applied;
-
where appropriate, the other technical standards and specifications used;
-
technical parameters for measurements as energy consumption, etc.

the results of calculations etc.
! Additionally, Technical Documentation should contain information which is listed in the specific EE STB standards (as usually, Section 4 of EE STB standard)
Information to be provided in the case of sale or hire
through the Internet
The energy efficiency label provided by the manufacturer in electronic form should be located on the display device in the immediate vicinity of the product cost designation. The size of the energy efficiency label should be such that the information is easy to read, clear and proportional to the dimensions specified in section L.6. The energy efficiency label can be positioned by means of a nest display in accordance with the requirements of L.10.2. When using the nest display, the energy efficiency label should be displayed at the first activation actions of this interface (pressing, scrolling or stretching).
The graphic image used to activate the energy efficiency label placed by means of a nest display must:
-
be an arrow in the color corresponding to the energy efficiency class of the product on the label;
-
indicate on the arrow the energy efficiency class of the product in white font. The font size shall be equivalent to that of the price;
-
contain a scale of energy efficiency classes made in black;
-
be presented in one of two variants AS SET OUT IN FIGURE G.

Formats of the image used for accessing the label in the case of nested display
The image used for accessing the product fiche in case of nested display shall be clearly and legibly expressed as "Product fiche".
The images of the label and product fiche displayed using a nested display shall:
-
be displayed on the first mouse click, mouse roll-over or tactile screen expansion on the image;
-
be displayed as a new browser window or a modal dialog box;
-
allow tactile magnification of the label on tactile screens;
cease to be displayed by means of a standard closing mechanism.
