CHANGES TO THE CONFIRMATION RULES HAVE BEEN PUBLISHED AND ADOPTED IN THE REPUBLIC OF BELARUS COMPLIANCE WITH THE NATIONAL CONFORMITY ASSESSMENT SYSTEM OF THE REPUBLIC OF BELARUS.

 

We would like to draw your special attention to the amendment of paragraph 94 of Chapter 11.

 

CHAPTER 11

CONDUCTING AN ANALYSIS OF THE STATE OF PRODUCTION

 

93. When certifying mass-produced products according to the 1c, 5c, 7c product certification schemes, the ability of production to consistently produce products that meet the technical requirements confirmed during certification is evaluated when analyzing the state of production.

 

94. The production status analysis is carried out by the certification body's assessment team. If the applicant submits a report on an earlier analysis of the state of production to the certification body for certification of products to the technical requirements of energy efficiency, the certification body may not analyze the state of production if the following cumulative conditions are met:

 

an analysis of the state of production conducted by an accredited certification body of the member States of the Eurasian Economic Union, included in the Unified Register of Certification Bodies and Testing Laboratories (centers), or an analysis of the state of production conducted by a member of the conformity assessment system of the International Electrotechnical Commission for Electrical Equipment and Components (IECEE);...

Not all products for which conformity assessment was previously required were included in the Council of Ministers' decree .

FEBRUARY 2024

ON FEBRUARY 17, changes to the technical regulations of the Republic of Belarus "Telecommunications. Safety." (TR 2018/024/BY).


ON FEBRUARY 23, an updated list of standards was adopted for the technical regulations of the Republic of Belarus "Telecommunications. Safety." (TR 2018/024/BY).

 

August 2023 

On August 14, 2023, the Council of Ministers of the Republic of Belarus adopted Resolution No. 532 “On changing the Resolution of the Council of Ministers of the Republic of Belarus dated June 20, 2018 No. 469”, which amended the technical regulation of the Republic of Belarus “Telecommunication facilities. Safety” (TR 2018/024/BY).
The changes will come into force on February 16, 2024, until this date, when confirming compliance, the requirements of the old version of the technical regulation should be taken into account.

SEPTEMBER 2022 - January 2023 

Since January 01, 2023, Belarus has simplified the procedure for declaring compliance of individual vehicle components with the requirements of the technical regulations of the Customs Union TR CU 018/2011 "On the safety of wheeled vehicles".

  • The list of products for which a legal entity or an individual entrepreneur resident of the Republic of Belarus can issue declarations of conformity on the basis of their own evidentiary materials is established by the working group on consideration of problematic issues in the field of technical regulation, application of sanitary, veterinary-sanitary and quarantine phytosanitary measures in the conditions of the Eurasian Economic Union, acting on the site of the Council of Ministers of the Republic of Belarus.

  • The document was prepared by Gosstandart taking into account the appeals of the Automobile Association "BAA", the Association of International Automobile Carriers "BAMAP" and is similar to the approaches in force in the Russian Federation.

  • It includes 89 names of automotive components supplied as spare parts for vehicles operated on the territory of the Republic of Belarus. 

 

From December 27, 2022, the requirements for mandatory conformity assessment in terms of the energy efficiency of household appliances are temporarily suspended (clause 3 of the list of objects of mandatory conformity assessment of the National Conformity Assessment System of the Republic of Belarus). The suspension period is until a special decision is made by the Council of Ministers of the Republic of Belarus. Confirmation of compliance with energy efficiency requirements from this moment is not mandatory and can be carried out in the form of voluntary certification at the discretion of the manufacturer.

 

 AUGUST - SEPTEMBER 2022 

There is a discussion of the draft amendments to the technical regulations of the Republic of Belarus "Telecommunication facilities. Safety". TR/024/BY

 

The draft amendments provides:

 

 

  • expansion of the list of telecommunication devices put into circulation on the territory of the Republic of Belarus requiring confirmation of conformity both in the form of certification and in the form of a declaration of conformity;

From September 5 to November 30, 2022, the draft technical regulation of the EAEU for nicotine-containing products is submitted for public discussion.

 

In recent years, a number of consumer products with nicotine content, both with and without tobacco, have appeared on the territory of the EAEU member states: electronic cigarettes, electronic vaporizers, vapes, products with heated tobacco, etc. Regulatory documentation for such products is practically missing, their regulation is not defined. The draft technical regulation establishes uniform, within the framework of the EAEU, mandatory requirements for such products, aimed at reducing the risk to the health of citizens. The responsible developer is the Republic of Armenia.

In recent years, a number of consumer products with nicotine content, both with and without tobacco, have appeared on the territory of the EAEU member states: electronic cigarettes, electronic vaporizers, vapes, products with heated tobacco, etc. Regulatory documentation for such products is practically missing, their regulation is not defined. The draft technical regulation establishes uniform, within the framework of the EAEU, mandatory requirements for such products, aimed at reducing the risk to the health of citizens. The responsible developer is the Republic of Armenia.

IN PART OF COMPLIANCE WITH THE REQUIREMENTS OF NATIONAL ENERGY EFFICIENCY
STANDARDS HAVE BEEN RESUMPTION

 

Resume the effect of subparagraphs 3.1, 3.2, 3.5, 3.8 of paragraph 3 of the list of objects of
mandatory confirmation of conformity of the National System of Conformity Confirmation of
the Republic of Belarus, approved by Resolution of the Council of Ministers of the Republic of
Belarus dated October 21, 2016 No. 849.

 

3.1. Household refrigeration appliances: refrigerators, freezers and their combinations (STB 2474 section 4), STB 2475 (section 4)

3.2. Electric ovens (including those integrated into cookers), except for portable ones and those not equipped with an adjustable thermostat;

electric hotplates (including those integrated into cookers), except for portable ovens STB 1810 (appendices G, D)

3.5. Washing machines STB 2453 (section 4), STB 2457 (section 4)

3.8. Lamps with non-directional light emission (incandescent, fluorescent, LED) STB 2460 (subparagraph B.1.1 of appendix B), STB 2461 (sections 4, 5), STB 2476 (appendices B.1, B.3)

 

Confirmation of conformity in the form of certification of conformity.

 

Not all products for which conformity assessment was previously required were included in the Council of Ministers' decree .

 

The requirements for:

3.3. - air conditioners,

3.4. - household dishwashers,

3.7. - external power supplies,

3.9. - televisions, television monitors

3.10. - equipment in standby mode

are still suspended.

ON FEBRUARY 17, changes to the technical regulations of the Republic of Belarus "Telecommunications. Safety." (TR 2018/024/BY).


ON FEBRUARY 23, an updated list of standards was adopted for the technical regulations of the Republic of Belarus "Telecommunications. Safety." (TR 2018/024/BY).

 

August 2023 

On August 14, 2023, the Council of Ministers of the Republic of Belarus adopted Resolution No. 532 “On changing the Resolution of the Council of Ministers of the Republic of Belarus dated June 20, 2018 No. 469”, which amended the technical regulation of the Republic of Belarus “Telecommunication facilities. Safety” (TR 2018/024/BY).
The changes will come into force on February 16, 2024, until this date, when confirming compliance, the requirements of the old version of the technical regulation should be taken into account.

SEPTEMBER 2022 - January 2023 

Since January 01, 2023, Belarus has simplified the procedure for declaring compliance of individual vehicle components with the requirements of the technical regulations of the Customs Union TR CU 018/2011 "On the safety of wheeled vehicles".

  • The list of products for which a legal entity or an individual entrepreneur resident of the Republic of Belarus can issue declarations of conformity on the basis of their own evidentiary materials is established by the working group on consideration of problematic issues in the field of technical regulation, application of sanitary, veterinary-sanitary and quarantine phytosanitary measures in the conditions of the Eurasian Economic Union, acting on the site of the Council of Ministers of the Republic of Belarus.

  • The document was prepared by Gosstandart taking into account the appeals of the Automobile Association "BAA", the Association of International Automobile Carriers "BAMAP" and is similar to the approaches in force in the Russian Federation.

  • It includes 89 names of automotive components supplied as spare parts for vehicles operated on the territory of the Republic of Belarus. 

 

From December 27, 2022, the requirements for mandatory conformity assessment in terms of the energy efficiency of household appliances are temporarily suspended (clause 3 of the list of objects of mandatory conformity assessment of the National Conformity Assessment System of the Republic of Belarus). The suspension period is until a special decision is made by the Council of Ministers of the Republic of Belarus. Confirmation of compliance with energy efficiency requirements from this moment is not mandatory and can be carried out in the form of voluntary certification at the discretion of the manufacturer.
