
The Council of the Eurasian Economic Commission, at the suggestion of Russia, postponed the entry into force of the technical regulation of the Eurasian Economic Union "On requirements for the energy efficiency of energy-consuming devices" to September 1, 2028.
This will allow updating a number of document requirements within the framework of amendments that are being prepared in accordance with the plan for developing technical regulations of the EAEU and amending them, and completing the development and adoption of second-level acts necessary for the implementation of the technical regulation - a list of standards and labels for the energy efficiency of energy-consuming devices.
The same decision of the EEC Council postponed the entry into force of the decision of the Commission Council establishing the forms of labels for energy-consuming devices of various types and the rules for their design, to March 1, 2028. The entry into force of certain requirements established in a number of appendices to the technical regulation has also been postponed by three years.
At the same time, consultations on the resumption of the requirements of national standards in terms of energy efficiency of household appliances have been resumed in Belarus.

Decision of the Council of the Eurasian Economic Commission of August 8, 2019 No. 114 "On the technical regulation of the Eurasian Economic Union "On requirements for the energy efficiency of energy-consuming devices" as amended by decisions of the Council of the Eurasian Economic Commission of January 29, 2021 No. 6 and April 15, 2022 No. 50. Paragraph 2 provides for the need to ensure the development of a draft decision of the Council of the Eurasian Economic Commission establishing the forms of labels for energy-consuming devices of different types and the rules for their design, taking into account the need for this decision to enter into force no later than March 1, 2025. Unfortunately, this decision of the Board of the Eurasian Economic Commission was not adopted by May 2025. In addition, there is no list of standards for the technical regulation.
The Technical Regulation of the Eurasian Economic Union "On requirements for the energy efficiency of energy-consuming devices" (EAEU TR 048/2019) was developed taking into account the requirements of the European Union, established in the implementing measures to Directive 2009/125/EC of the European Parliament and of the Council of 21 October 2009 establishing a system for establishing requirements for the eco-design of energy-related products.
In the European Union, new implementing measures have now been introduced for a number of energy-consuming products, which have not only tightened energy efficiency requirements, but have also generally changed the approach to their measurements and calculations.
In addition, the European Union is introducing a significantly updated (scaled) system of energy efficiency classes, reflected on the corresponding energy efficiency labels and optimally informing the consumer (buyer) about the energy efficiency of products. This means that competitive advantages and incentives for development will be created for highly efficient products.
In addition, the European Parliament approved Regulation (EU) 2017/1369/EU of the European Parliament and of the Council of 04.07.2017 establishing criteria for the energy labeling and repealing Directive 2010/30/EU. In accordance with the preamble to this regulation, the Commission examined the effectiveness of Directive 2010/30/EU of the European Parliament and of the Council and identified the need to update the energy labeling system to improve its effectiveness.
Currently, it is necessary to update the requirements of the technical regulation that has not entered into force, due to the fact that products manufactured according to the new requirements of the European Union cannot pass the assessment of compliance with the requirements of the technical regulation of the Eurasian Economic Union "On requirements for the energy efficiency of energy-consuming devices" (EAEU TR 048/2019).
Thus, imported energy-consuming products will not be able to circulate on the territory of the Eurasian Economic Union. Also, manufacturers-residents of the Eurasian Economic Union will not be able to simultaneously comply with the requirements of both EAEU TR 048/2019 and the current requirements of the European Union.
