TELECOMMUNICATION FACILITIES AND OTHER EQUIPMENT CONTAINING RADIO MODULES PUT INTO CIRCULATION IN THE TERRITORY OF THE REPUBLIC OF BELARUS ARE SUBJECT TO MANDATORY CONFIRMATION OF CONFORMITY (CERTIFICATION/DECLARATION).


FROM JANUARY 1, 2019, THE TECHNICAL REGULATIONS OF THE REPUBLIC OF BELARUS "TELECOMMUNICATION FACILITIES. SAFETY" CAME INTO FORCE ON THE TERRITORY OF THE REPUBLIC OF BELARUS. THE MAIN DIFFERENCE BETWEEN TR 2018/024/BY FROM THE PREVIOUS REQUIREMENTS (RESOLUTION 849/2016) IS MANDATORY LABELING (TR BY) AND MANDATORY TESTING IN ACCREDITED LABORATORIES OF THE REPUBLIC OF BELARUS
(THE VALIDITY OF TEST PROTOCOLS IS 2 YEARS).

DOCUMENTS ON THE CONFORMITY ASSESSMENT OF TELECOMMUNICATIONS FACILITIES ISSUED (ACCEPTED) IN THE NATIONAL CONFORMITY ASSESSMENT SYSTEM OF THE REPUBLIC OF BELARUS BEFORE THE DATE OF ENTRY INTO FORCE OF THE TECHNICAL REGULATIONS ARE VALID UNTIL THE END OF THEIR VALIDITY PERIOD.

 

Technical regulation applies to telecommunication equipment put into circulation in the territory of the Republic of Belarus , regardless of its design, including telecommunication equipment, which is part of other technical means.

means of telecommunications released from arrest

- telecommunications equipment seized, arrested, and also confiscated by a court verdict (ruling) or turned over to the benefit of the state otherwise converted to the benefit of the state;

- telecommunications equipment that has been in use (consumed)

 

radio-electronic products with an operating frequency of up to 25 mhz and over 40 ghz are also excluded from the scope of these rules

 technical requirements 

the requirements for telecommunication facilities (equipment) consist of design requirements, requirements for technical parameters, requirements for operational documentation and additional requirements for radio communications

compliance with the requirements of the technical regulations is ensured as a result of the application of state standards, interrelated with the technical regulations.

requirements for operational documents and labeling (label):

 

-gost 2.601-2013 the unified system of design documentation. operational documents (subparagraph 4.13) are supplemented with the following requirements:

 

  • - specify the version of the installed software (if available);

 

  • - rules and conditions for the installation of the telecommunications equipment, its connection to the ac electric network, the telecommunications network and other technical means, start - up, configuration;

 

  • - specify the name and location of the person authorized by the manufacturer, the seller (supplier) (if available), information for contacting him;

 

gost 2.114-2016 the unified system of design documentation. technical conditions (subparagraph 5.3.5.1 the content of the marking).

 

products that have passed all statutory of the republic of belarus procedures to confirm compliance with the technical regulations of the republic of belarus (certification, declaration), when placed on the market of the republic of belarus, must be labelled with a mark of conformity tPby

who should put a conformity mark on products?

 

in accordance with the decree of the council of ministers of the republic of belarus № 383 of 24.05.2017, a conformity mark shall be applied:

 

- manufacturers (when supplying and confirming the conformity of serially produced products);

 

- manufacturers or their authorized persons, sellers (suppliers) (when supplying and confirming conformity of a batch of products).

 

in any case, the conformity mark shall be applied before the sale of products with built-in means of communication!

where (in what place) is it required to apply the conformity mark?

 

the conformity mark is applied directly to the product near the manufacturer's information (on the label), as a rule, on its non-removable part, and is also given in the operational documents attached to it.

 

 approval of conformity 

the approval of conformity is carried out in the form:

  • - of obligatory certification (CoC)

  • - of obligatory declaration of conformity (DoC)

 

the approval of conformity is carried out in relation to terminal devices (devices, installations) of telecommunications and telecommunication systems. embedded communication modules are subject to confirmation of conformity only if they are sold on the market of the republic of belarus separately from the terminal product

 

the approval of conformity in the form of certification and declaration of radio-electronic communication means is carried out exclusively on the basis of test reports conducted in accredited testing laboratories of the republic of belarus (with the exception of schemes 2c and 6d - if the manufacturer has a quality management system certified in belarus).

 documents confirming compliance 

a person accepting the declaration shall form a package of documents confirming the compliance of products with the established technical requirements and the eligibility of the declaration of conformity. applicant for the declaration may only be a legal entity or individual entrepreneur of the republic of belarus. applicant shall be fully responsible for compliance of products.

 

the set of documents for declaration includes:

 

  • - certificate of registration;

 

  • - agreement with the manufacturer of products on the eligibility of the declaration of conformity (for foreign manufacturers);

 

  • - contract for the supply of products (for a batch of products);

 

  • - test reports;

 

  • - certificates of conformity for quality management systems (iso 9001 product quality management systems, etc.), including those obtained outside the republic of belarus, and other documents confirming quality control in the production process (cig 023, etc.), for each manufacturer;

 

  • - draft layout of the labelling of products with the trby marking;

 

  • - operation manual (manual) in the russian or belarusian languages (with an indication of the information requirements to which are listed in paragraph 6 of article 3 of the tr 2018/024/by regulation);

 

  • - information letter on the places of production activities (manufacturing plants);

 

  • - other documents confirming compliance of products with the established technical requirements (if available);

 

  • - application for registration of the declaration.

any household, industrial, office, automotive, and other equipment containing built-in communication modules

 approval of conformity of telecommunication facilities in the republic of belarus 

when confirming the conformity of equipment containing radio modules, the document on confirmation of conformity (declaration) should refer directly to the equipment in which the radio module is installed, and not to the radio module, unless the latter is put into circulation on the territory of belarus separately from the main equipment. in this case, the declaration in any case indicates the name of the model of the radio module and the communication technologies supported.

 

the applicant for confirmation of conformity in the form of declaration of conformity is the national representative of the manufacturer

 

the applicant for confirmation of conformity in the form of conformity certification is the national representative of the manufacturer or manufacturer.

when carrying out work to confirm the conformity of products in accordance with the requirements of the national confirmation system of the republic of belarus, test reports of only accredited testing laboratories of the republic of belarus are accepted.

  • - household, office and industrial equipment containing radio modules of cellular mobile telecommunication systems: 2g, gsm, gprs, 3g, umts, cdma, 4g, lte (mobile phones, tablets, gsm alarms, modems, etc.);

 

  • - other telecommunication equipment.

 

products that have received a document of conformity (certificate / declaration) in accordance with the technical regulations of the republic of belarus tr 2018/024 / by "means of telecommunications. safety" must be marked with a sign of compliance with the technical regulations of the republic of belarus.

 

note: equipment with built-in telecommunication modules in most cases requires confirmation of compliance with the technical regulations of the eurasian economic union. please check whether your product complies with other applicable requirements (e.g. belarus energy efficiency certification requirements in accordance with resolution 849/2016; rohs, emc, safety and other requirements).
